If there’s a downside to another academic year coming to a successful close, it’s reading course evaluations. This post explores how we respond to those one or two low evaluations and the occasional negative comments found in answers to the open-ended questions. Do we have a tendency to over-react? I know I did.
One of us, Karen Gross, recently wrote an article about how co-presidencies could improve higher education, and it received no shortage of concern and criticism. To be clear, the article didn’t suggest that this type of governance was the ultimate solution for all that ails our educational institutions and their governance. It did not even hint at the idea that copresidencies are optimal or ever workable for many colleges and universities.

The Post-Graduation Work Permit Program (PGWPP) allows students who have graduated from a participating Canadian post-secondary institution to gain valuable Canadian work experience. Skilled Canadian work experience gained through the PGWPP helps graduates qualify for permanent residence in Canada through the Canadian experience class.
International students have increasingly become an important part of postsecondary education in Canada. The number of international students has risen 84% between 2003 and 2013, and most precipitously since Canada introduced the
Canadian Experience Class as part of its new immigration policy changes.1 A report published by the Higher Education Quality Council of Ontario (Williams, K., Williams, G., Arbuckle, A., Walton, Roberts, M., & Hennebry, J., 2015) describes the political
and economic climate, as well as the policy changes over that time period. These changes have allowed for an increase in the number of international students being admitted into Canada’s post-secondary institutions by streamlining application
processes and revising policies regulating off-campus work and post-graduation work permits. Students from India and China have had greater ease in accessing Canadian post-secondary education with the introduction of the Student Partners
Program (SPP) in 2009, though financial restrictions have become a potential barrier to access.2 With these changes, according to Williams et al., Ontario has become the primary destination for international students in Canada. This is especially
true at Ontario colleges. “Ontario-bound international students show a growing tendency to study in the college sector, with over 50% of new entrants attending a college in 2012” (Williams et al., 2015). Despite this trend, the discussion on student
characteristics does not distinguish between the two sectors.

Abstract
The number of international students seeking educational opportunities at Ontario colleges of applied arts and technology (CAATs) has grown at an unprecedented rate in the past 10 years. It appears that as the number of the international college students has increased, colleges have also been relying more heavily on educational agents to recruit such students. To
explore this assertion, the author examined institutional data provided by an Ontario college of applied arts and technology. The findings show that the proportion of international students who use an agent has indeed risen dramatically in recent years. The paper also identifies and examines various factors contributing to CAATs’ increasing use of educational agents.

Over the past 15 years, the provincial government has placed a greater importance on attracting international students to college and university campuses. Between 2005 and 2015, the number of international students at Ontario colleges increased by 27 per cent, while the number of international students at Ontario universities has increased by 92 per cent.1 The 2014 Federal government set a goal of doubling international student enrolment in Canada to approximately 450,000 students. Also, in 2014, the Government of Ontario prioritized international students as a key group of potential immigrants to meet the goals of building an educated, prosperous and skilled society. Just one year later international students constituted 82 per cent of the Ontario provincial nominees immigration program.2 Despite this increase, international students only account for five per cent of skilled immigrants coming to Ontario. Immigrants in Ontario make up 30 per cent of the labour force, the push to attract more international students and increase the amount of people admitted into the provincial nominees immigration program does reflect the province’s desire to attract a highly skilled and educated labour force.3

Canada is the second-largest country in the world. Ten million square kilometers stretch from the Atlantic to the Pacific to the Arctic Oceans. While Canada’s wilderness is vast and diverse, most people in the country live in urban and suburban settings in regions
with dense populations.
The number of international students attending Ontario colleges and universities has increased every year since 2009, testament to the quality of Ontario’s institutions and the province’s well-earned reputation as a study destination of choice.
Today, international students account for over 15 per cent of all students enrolled in public postsecondary institutions in the province. 1 With this vibrant international student body comes the need for a renewed international postsecondary education strategy for Ontario: one mindful of the vital linkages between education, innovation and the economy, and puts students at the centre.
The debate over how universities and colleges should relate to one another has been lively in Ontario for at least two decades.
This year marks the twentieth anniversary of the commissioning of a province-wide review of the colleges’ mandate whose report recommended greater opportunities for advanced training – defined as “education that combines the strong applied focus of college career-oriented programs with a strong foundation of theory and analytical skills.” The report envisaged that some advanced training would be undertaken by colleges alone, and some would be offered jointly with universities and would lead to a university degree (Vision 2000 Steering Committee 1990, 16-17). A follow-up report in 1993 found that opportunities for advanced training remained “isolated and not part of an integrated and planned system of advanced training, with equitable
student access” (Task Force on Advanced Training 1993, 11-13).
