The theoretical literature on intermediary bodies in higher education suggests that intermediary bodies are potentially useful actors in policy and administration. Many intermediary bodies were established to manage growth but in recent years have been reoriented to managing fixed or declining resources and flat or declining enrolments.

The recontextualizing of the campus chaplaincy – both as a non-denominational spirituality and as a form of mental health care – can be a problem even as it has helped to renew attention to the office.
In the Fall of 1999, after serving 14 years as a United Church minister, Reverend Tom Sherwood figured it was time for a change. He left his suburban Ottawa congregation for Carleton University to become campus chaplain. “At the time, I was the school’s only full-time religious professional working with 20,000 students,” he says. “But I was prepared for it.”
While the ethos of providing counselling and spiritual guidance proved to be similar to his work in his previous congregation, a number of things were specific to the student population. “Everything’s hard to do the first time, and lot of those firsts happen in university. Your first grandparent dies, your first friend dies, you attend your first funeral. People very successful in high school may for the first time experience failure or perhaps not being the smartest in the class.” Drawing on his experiences as a pastor and a former graduate school residential fellow, Dr. Sherwood settled into campus life.
This article makes the case that Canadian universities—both within and be- yond their campuses—must broaden their visions of third-age learners. Ca- nadian third-age learners—defined for the purposes of this article as persons seeking formalized education who are in the stage of life beginning at retire- ment—are more numerous, active, financially stable, and diverse as well as healthier and better educated than at any other time in our history. It follows that Canadian universities have much to offer and gain by both deepening and broadening their involvement with these learners. I argue that universi- ties must consider multi-pronged forms of collaboration and must be motivated, at all times, not by short-sighted financial concerns but by their core obligation to serve the public good by fostering community engagement.
Research on role congruity theory and descriptive and prescriptive stereotypes has established that when men and women violate gender stereotypes by crossing spheres, with women pursuing career success and men contributing to domestic labor, they face back- lash and economic penalties. Less is known, however, about the types of individuals who are most likely to engage in these forms of discrimination and the types of situations in which this is most likely to occur. We propose that psychological research will benefit from supplementing existing research approaches with an individual differences model of sup- port for separate spheres for men and women. This model allows psychologists to examine individual differences in support for separate spheres as they interact with situational and contextual forces. The separate spheres ideology (SSI) has existed as a cultural idea for many years but has not been operationalized or modeled in social psychology. The Sepa- rate Spheres Model presents the SSI as a new psychological construct characterized by individual differences and a motivated system-justifying function, operationalizes the ideology with a new scale measure, and models the ideology as a predictor of some important gendered outcomes in society. As a first step toward developing the Separate Spheres Model, we develop a new measure of individuals’ endorsement of the SSI and demonstrate its reliability, convergent validity, and incremental predictive validity. We provide support for the novel hypotheses that the SSI predicts attitudes regarding workplace flexibility accom- modations, income distribution within families between male and female partners, distribu- tion of labor between work and family spheres,
and discriminatory workplace behaviors.Finally, we provide experimental support for the hypothesis that the SSI is a motivated, system-justifying ideology.

Transnational Education (TNE) is a component of the wider phenomenon of the internationalisation of education.
The general principal of TNE is that students can study towards a foreign qualification without leaving their home country; meaning that the programmes and providers cross national and regional borders, not generally the student. While robust data is generally lacking, available evidence suggests that TNE is continuing to expand and that modes of delivery and policy approaches to TNE continue to evolve on a country-by-country basis. This report summarises the findings of an ambitious programme of research.
This paper explores the nature of complexity theory and its applications for educational reform. It briefly explains the history of complexity theory and identifies the key concepts of complex adaptive systems, and then moves on to define the differences between simple, complicated, and complex approaches to educational reform. Special attention is given to work currently underway in the fields of healthcare, emergency management and ecology that draws on complexity theory to build more resilient and robust response systems capable of adapting to changing needs and of identifying key pressure points in the system. Finally, this paper presents several examples of educational reform programmes undertaken worldwide that have implemented complexity theory principles to achieve positive results. It also recommends involving multiple stakeholders across the different levels of governance structure, increasing lateral knowledge-sharing between schools and districts, and transforming policy interventions to bring greater flexibility to the reform process. This move toward feedback-driven adaptive reform allows for better targeting of programmes to specific contexts and may prove a key way forward for educational policymakers

Pushed by the emerging student success and completion agenda, colleges have dealt with intense scrutiny and a demand for the redesign of these programs.
The idea of “productivity” in higher education is becoming a concern for some policymakers and observers of Ontario’s universities. This interest is fuelled by the province’s challenging deficit situation, which has put a premium on “doing more
with less”. Productivity is featured in the Government of Ontario’s recent discussion paper, Strengthening Ontario’s Centres of Creativity, Innovation, and Knowledge, and was a prominent focus of the Ministry of Training, Colleges, and Universities
strategic mandate agreement process.
Over the past 30 years, higher education has transitioned from an elite endeavour to an open market. The number of post-secondary institutions around the world has increased exponentially, often through the founding of small-scale, private operations.
In such a climate, scholars and critics debate what role, if any, governments should take in founding, funding and regulating these diverse institutions.
As the Canadian situation shows, a set of diverse institutions requires a thoughtful and intentional approach at the systemic level. An emphasis on consumer protection, harmonisation and degree progression is necessary to align such complex post-secondary systems.
This paper examines the policies to achieve universal participation in postsecondary education of 3 governments: those of Ontario, the UK (for England) and Australia. All 3 jurisdictions have high tuition fees and already have high access yet seek to further increase participation and attainment. But they do so in very different ways. The paper compares the governments’ policies on financing, relations between institutions, the involvement of community colleges and the role of private institutions in progressing towards universal postsecondary education. The paper finds two different approaches to achieving government goals in higher education – by formal planning and by constructing a market – and suggests that each is likely to achieve the goals government set for them.
The growth of transnational education, or TNE, must go hand in hand with an increase in quality, according to a panel of experts taking part in a webinar on the future of cross-border higher education.
With countries hosting TNE programmes tightening up on regulations, the webinar heard universities in the United States, United Kingdom and other countries providing transnational education were withdrawing from the riskier end, such as franchising and validating, and focusing instead on distance learning, branch campuses and joint or dual degrees where they have greater quality control.
The Canadian Mental Health Commission, launched August 2007, proposed to create a national mental health strategy with the release of the draft document, Toward Well-being and Recovery: A Framework towards a Mental Health Strategy for Canada, January 2009. The Ontario Ministry of Health and Long-term Care released its document; Every Door is the Right Door - Towards a 10-Year Mental Health and Addictions Strategy: A discussion paper in July 2009. While both documents recognize the importance of targeting youth for interventions in order to improve population mental health, the reports overlooked the key role that colleges and universities play in promoting community mental health.
We, as Ontario College Health Association (OCHA), an association for college and university health services, are health educators/ health promoters, nurses, physicians, and medical clinic staff and managers, witness the devastating effects of mental illness on our students. Speaking from our shared experience as some of the front line care givers of students with mental illness, we will highlight in this report, the importance of targeting postsecondary students, the role that colleges and universities play in mental health promotion, and the barriers that prevent proactive and seamless mental health care on campuses.

On Saturday, April 1, I attended a conference at the University of Toronto for Black university students aspiring to become medical doctors. Student panelists shared their stories of being either the only or one of very few Black students in their classes at the university's medical school. What struck me was that in a city and country as diverse Toronto and Canada, there are not more Black medical students. Throughout the day it was evident how the
representation of Black students at university reflected the poor outcomes for Black students in the education system throughout the Greater Toronto Area.

In 2005, the report issued by the Rae review of college and university education in Ontario, Ontario: A Leader in Learning, re-stated an estimate that 11,000 new university faculty would be required by 2010. No source was cited, nor any of the assumptions that underlie the conclusion. OCUFA subsequently conducted an analysis that showed Ontario universities would have to hire nearly 11,000 full- time faculty between 2003 and 2010 to replace retiring professors and to reduce the student-faculty ratio to a level at comparable US institutions and at which Ontario could be a true leader in learning
