Canadian universities have traditionally enjoyed high levels of autonomy from governments, relative to their counterparts in other parts of the world. As recently as the 1990s, a couple of studies (Richardson and Fielden, 1997; Anderson and Johnson, 1998) concluded that the level of government intervention in Canadian universities was lowest or amongst the lowest of the
many countries studied.
This paper analyzes the incentives induced by a formula to fund universities based primarily on enrolment. Using a simple
game theoretical framework, we argue that the strategic behaviour induced by those formulas is to favour enrollment. We
further argue that if the funding value differs by enrolment type, it introduces incentives to substitute enrolment where most
profitable. If the public appropriations do not follow the outcomes induced by the formula, the incentives introduce a dynamic
inconsistency, and funding per student can decline. We use these results to discuss the 2018 funding formula changes in Québec.
We argue that Québec’s latest reform should reduce substitution effects and increase graduate enrolment. We provide
simulations of the reform’s redistributive effects and show that some universities gain structural advantages over others. Whilst
the reform, on a short-term basis, deploys a mechanism to mitigate these advantages, on a long-term basis the effect introduces
a larger gap between Québec higher-education institutions.

This article examines the share of adults aged 25 to 65 with a university degree who were in the lower range for literacy skills, numeracy skills, or both, and the factors most likely to be associated with lower levels of literacy or numeracy among university graduates. In this article, individuals in the lower range for literacy and numeracy are defined as those who scored at level 2 or below (out of 5 levels) in tests administered to survey respondents who participated in the Programme for the International Assessment of Adult Competencies (PIAAC).
The University of Waterloo will decide this fall whether a standardized system for course evaluations can balance
student demands for more feedback on their classroom learning with faculty concerns about the impact of bias and
evidence that such surveys may not improve student outcomes.
It’s a confusing post-secondary landscape out there, with universities that are home to colleges and colleges becoming universities. Then there are the polytechnics. A true polytechnic offers four-year bachelor’s degrees, but isn’t a university. It offers apprenticeship programs and on-the-job learning, but isn’t a community college. The wrong thing to do would be to go by the name.

To answer this question requires clarification of many issues, including the roles that various institutions and sectors play. It also requires the development of a shared vision of PSE, of what can and should be achieved. Despite much discussion among leaders of various education sectors in Canada, an agreement on
a plan of action has yet to be reached. Indeed, a national dialogue on this critical issue is needed.

While an academic goes about her public online activities, someone calls her a stupid c*nt, tells her they hope she is raped and wishes her a gruesome death. Or maybe they just tell her she is dumb and should get back in the kitchen. Or that she should smile or exercise more. Perhaps they do this in response to an opinion she expressed, or a research paper she published, or perhaps it is simply because of her gender, race or sexuality.
If you imagine the typical college student as someone who just left a Canadian high school, you are increasingly wrong. “There’s no sort of linear path, and a lot of the assumptions about who chooses what type of training are being thrown out the window,” says Christine Trauttmansdorf, vice-president of government relations and Canadian partnerships at Colleges and Institutes Canada.
This article was written in response to concerns that have been expressed about the possible consequences of an increasing number of countries overtaking the United States in educational attainment. International statis-tics on educational attainment were analyzed, questions about comparabil-ity of data were discussed, and the impact of different approaches to the organization of higher education on attainment rates was examined. The author concluded that comparing the rate of attainment of subbaccalaure-ate credentials between the United States and other countries is proble-matic both because of definitional issues, and as a consequence of the major transfer function of American community colleges. The article explains how colleges that previously offered short term vocational training in many European countries have evolved into vocationally-oriented bacca-laureate granting institutions that have enabled their nations to achieve rapidly rising levels of baccalaureate degree attainment. It suggests that the experience of these countries may provide useful lessons—and cautions—for policy makers and educational leaders with respect to expanding the role of community colleges in awarding baccalaureate degrees.

In recent years, there has been much discussion and a great deal written about the economic and social well‑being of young people. Are they encountering more problems today than in the past? Are some doing better than others? This article paints their socioeconomic portrait and looks at where they are in the labour market in terms of unemployment and certain work conditions.
Is college worth it? This fundamental question is shaking the core of higher education. In the US, the cry for greater accountability from higher education institutions has never been louder or more omnipresent.
There is a long-standing debate over the value of certain postsecondary pro-grams in facilitating employment after graduation. The National Graduate Survey (2005) was used to examine how graduates of various programs differ in their pursuits of higher education, employment status, job-program relat-edness and job qualifications. Results suggest that graduates from humani-ties are more likely to pursue higher education, are less likely to be employed full time, are more likely to have jobs unrelated to their program, and are more likely to be overqualified for their jobs. These findings highlight that humanities programs may not provide the knowledge and skills that are in current economic demand.
Education is consistently one of the least covered topics in the Canadian news media. According to Influence Communication, a Canadian research firm, only 0.16% of 10.9 million stories published or broadcast in Canadian media in 2014 concerned education, both the K-12 and postsecondary education sectors (Influence Communication, 2014).
However, research has found that news coverage of more specific policy areas, such as the environment or health, has stronger effects on public perception than coverage of broad policy issues such as the economy and jobs (Brown, 2010; Kingdon, 2003; Soroka, 2002). An evaluation of the frequency and tone of media coverage of postsecondary education (PSE) in Canada can thus yield valuable insights about public awareness and opinions of this sector.
Research Question
How has coverage of Canadian postsecondary education in the Canadian media changed over the last 15 years?
On June 7, the Ontario voters elected a Progressive Conservative majority government led by Doug Ford. This election outcome has a number of important implications for professors and academic librarians in the province and will pose several challenges and opportunities for the university sector over the next four years.
Community colleges are not monolithic. Each has its own culture, its own array of personalities, and its own way of doing things. Yet my experience — more than three decades at five different two-year colleges in four states — suggests that most of them have
a great deal in common, too. With that in mind, if you’re new to full-time teaching in the community-college sector, here’s what you can probably expect as you start work this fall.
I had an experience recently that confirmed what I’d already suspected: I am no longer an early career scholar. Perhaps because of my age, or simply because I am pre-tenure, I had still considered myself to be "early" in my career until that moment.
It happened a week before my discipline’s biggest conference. As I was checking the online schedule for pre-meeting workshops, I found an intriguing one for "early career scholars of color." But after reading the agenda, I realized I wouldn’t benefit from the content. The lineup included sessions on developing career goals, publishing a dissertation, preparing for the job market, crafting a strong CV, negotiating a job offer, publishing your first book, finding a mentor. As an assistant professor, I’d already done those things. I read the list multiple times, searching, to no avail, for at least one applicable session. Then I posted on Facebook, asking the world: "When do you stop being an early career scholar?"
