When viewed holistically, Canada lacks a clear and common understanding of the future directions and top priorities of its post-secondary education (PSE) sector. Perhaps as a result, Canada has not yet comprehensively addressed a fundamental question: How do we demonstrate quality in PSE? To answer this question requires clarification of many issues, including the roles that various institutions and sectors play. It also requires the development of a shared vision of PSE, of what can and should be achieved. Despite much discussion among leaders of various education sectors in Canada, an agreement on a plan of action has yet to be reached. Indeed, a national dialogue on this critical issue is needed.
As a starting point for a national dialogue, the Canadian Council on Learning (CCL) has published three annual reports on the state of post-secondary education in Canada over the last four years. These reports provided an overview of the Canadian PSE landscape while highlighting various issues common among education jurisdictions and institutions. For instance, CCL’s 2006 report, Canadian Post-secondary Education: A Positive Record―– An Uncertain Future, identified eight goals common among the post-secondary strategies of provinces and territories. One of these common goals was addressing the issue of quality in PSE.

One of the commitments emerging from the What’s Standing in the Way of Change in Education? workshop in Calgary in October 2013 was to convene a series of Regional Workshops designed to expand the conversation about change in Canada’s
education systems. To this end, in the Spring of 2014, similar workshops were held in New Brunswick, Manitoba, Ontario and British Columbia with a final session held in Quebec in August, 2014.
The energy around identifying the types of barriers that have complicated and, at times, confounded change efforts in schools across the country was inspired by two previous CEA research initiatives: What Did You Do In School Today? and Teaching the Way We Aspire to Teach. Both initiatives focused on different aspects of engagement in our school systems – the former an attempt to raise the voices of Canadian students and the latter focusing on the lives of educators and their stories of when they were teaching at their best. The strong visions for schools and discovery of such powerful teaching moments kept largely ‘under the radar’ that emerged from Teaching the Way We Aspire to Teach inspired CEA to explore what was really standing in the way of scaling these practices throughout school districts to benefit more students and educators.

In an increasingly competitive global marketplace, many learning institutions are re- evaluating the focus of the education they provide and embracing disciplines that provide hands-on learning and real-world experience. As a result, one can find an increasing emphasis on applied research at colleges—that is, research specifically intended to help businesses and industries find solutions to practical problems and to help develop products and services.
As I write about my experiences in higher education, I want to make one thing clear: I don’t believe the issues we are facing have a one-size-fits-all solution. I see too many articles that pronounce the end of higher education as we know it and that the solution is [insert latest buzzword here]. But the reality is that there are many different kinds of institutions with many different kinds of issues that are complex and not easy or quick to solve.
What I hope to address in sharing my experiences is that we all need to honestly assess where we are with various issues and look for good solutions that are evidence-based and make sense for our specific type of college or university. What makes sense for a large public institution won’t necessarily make sense for a small liberal arts college.
Colleges and institutes play a lead role in strengthening regional capacity to innovate and work with industry partners to enhance competitiveness in the sectors and communities they serve. They conduct leading-edge applied research projects with industry partners to provide market ready solutions.
Whether it’s the creation of a rapid oil containment cling pad to clean up small scale oil or fuel spills, the development of intelligent textiles to meet consumer specific needs, or building award winning cutting edge web technology, colleges and institutes help small- and medium-sized businesses (SMEs) innovate and grow by focusing on improvements in technologies, processes, products and services.
The Government of Canada’s Tri-Council College and Community Innovation (CCI) Program administered by the Natural Sciences and Engineering Research Council in collaboration with the Social Sciences and Humanities Research Council and the Canadian Institutes of Health Research is making a real difference in growing the capacity of colleges and institutes to engage in industry-driven applied research and providing SMEs with the expertise required to be more innovative and productive.
Truth. Kindness. Dignity. Courage. Hope. They are not fields in which you can earn a degree. They are not things you would normally list under “other experience” on your résumé. And they do not necessarily represent subjects covered in college courses.
Why then did so many commencement speakers at universities across the nation focus on them this year? Most likely it is because today these values seem to be in short supply.
Higher education is experiencing more change than ever before. For those in higher education, change is coming at lightening speed and from multiple directions. On a macro level, we’re experiencing change in terms of greater accountability and regulation from our individual states, the federal government, and our accrediting bodies. At the same time, at the micro level, we are experiencing demographic shifts and changing workforce needs in our local communities and districts. The term “sea change” is used frequently to describe the events shaping higher education, particularly community colleges, today. In so many ways, this is an apt description of the swiftly changing landscape we face.
The purpose of this paper is to discuss various issues surrounding the community college baccalaureate. In 2009, President Barack Obama provided a vision to increase graduation rates for students across the nation and challenged higher education to double the number of college degrees conferred nationwide by 2020. In addition, the President urged the country’s 1,200 community colleges to be instrumental in this initiative, as they have the capacity to provide the education necessary to produce a competitive workforce. In 2011, the dialogue continues and intensifies. At the 2011 Building a Grad Nation Summit, Vice President Biden issued a call to action to boost college graduation rates across the country and help the nation meet the President’s goals. He states, “Right now we’ve got an education system that works like a funnel when we need it to work like a pipeline.”
major new development in education like the community college baccalaureate warrants serious examination and reflection. In this connection, I wish to applaud Dr. Kenneth Walker for his vision and initiative in founding the Community College Baccalaureate Association and in taking the lead to organize this First Annual Conference of the Association. I feel honoured to be speaking at what I believe will turn out to have been such an historic event.
There are many interesting and important lines of inquiry which can be pursued in studying the community college baccalaureate movement, such as identifying factors which have led to this development; articulating the arguments for and against it; implementation issues; and case studies of early initiatives, to name just a few. I note that all of these lines of inquiry and others are represented in the program for this conference. What I would like to do in my remarks is to step back from the immediate issues in the implementation of the community college baccalaureate and reflect on the implications of the community college baccalaureate with respect to (1) the organization of ostsec community college and; (3) the Bachelor's

And even with no financial support from parents, that era’s lower tuition and more generous student aid meant that students could graduate with less than half the debt carried by the average student today.
Students then saw their professors frequently, including outside class hours at university social events, such as spontaneous common-room discussions. Their professors were either tenured or tenure-track, who worked full-time.

Many university facilities such as Hart House at the University of Toronto, were off limits to women, as wee many prestigious scholarships such as Rhodes.
Yet while the university world of that era was far more sexist, today's students - 60 per cent of whom are women - can gaze back at it with envey.
In Canada, the demand and continued growth in demand, for access to degrees, has been well documented. The participation rate in Canada in degree programs of the typical grade 9 cohorts has almost tripled over the past 30 years to over 20 percent. As reported in the Association of Universities and Colleges of Canada (AUCC) Trends in Higher Education (2002), we will need upwards of 100,000 new degree places in the next decade to meet the demand for participation in degree-level study.
Abstract
In the late 1990s and early 2000s, the Toronto Police Service was exploring how to increase access to higher education to its officers. The service saw higher education as salient to its organizational imperatives of professionalization, increased public legitimacy and credibility, and enhanced academic recognition of police professional learning. To realize this mission, the Toronto Police Service entered into a higher education partnership with the University of Guelph and Humber Institute of Technology and Advanced Learning under its then-new joint venture, the University of Guelph-Humber. The University of Guelph-Humber designed an accredited higher education pathway for Toronto Police personnel that also gave academic credit for past professional learning and increased educational access by offering blended course delivery. Based on semi-structured interviews with key educational administrators at the University of Guelph-Humber, Humber Institute of Technology and Advanced Learning, and the Toronto Police Service, this article narrates the origins of this higher education pathway— a Bachelor of Applied Arts in Justice Studies. In addition, it describes how this pathway evolved to include non-uniform Toronto police personnel, other police services, and expanded further to include learners from the larger justice and public
safety fields. The exploration is situated in a larger discussion about the relationship between higher education, professionalization and legitimacy, and the potential of partnerships between higher educational institutions and professions in Canada.

Le Service voyait l’éducation postsecondaire comme un outil pour atteindre ses buts organisationnels, dont la professionnalisation, l’accroissement de la légitimité et de la crédibilité auprès du public et l’amélioration de la reconnaissance de la formation policière dans le milieu de l’éducation. Afin de réaliser cette mission, le Service de police de Toronto s’est engagé dans un partenariat avec l’Université de Guelph et le Humber Institute of Technology and Advanced Learning dans le cadre de la toute nouvelle Université de Guelph-Humber. L’Université de Guelph-Humber a élaboré un programme d’études postsecondaires agréé sur mesure pour le personnel de police de Toronto, reconnaissant la formation professionnelle antérieure et offrant un mode de prestation de cours hybride pour plus d’accessibilité. For more than six years, HEQCO has conducted research on the differentiation of Ontario’s public postsecondary system, where institutions build on and are accountable for their specific strengths, mandates and missions. This report identifies clear distinctions between universities in terms of their research and teaching missions. The data point to critical pathways to achieve the benefits of greater differentiation. The goal is a system that is more cohesive, more sustainable and of higher quality.
The Ontario government has indicated its intention to negotiate individual mandate agreements with each of Ontario’s postsecondary institutions and to amend funding formulas to focus resources on what each institution does best. These actions signal the government’s desire to pursue a policy of greater institutional differentiation within the Ontario public postsecondary system. The purpose of this paper is to advance the conversation by examining differences among Ontario’s 24 colleges
on key variables related to programmatic diversity and participation in degree granting.
The Ontario government has indicated its intention to negotiate individual mandate statements with each of Ontario’s public postsecondary institutions and to amend funding formulas to focus resources on what each institution does best. These actions signal the government’s desire to pursue a policy of greater institutional differentiation within the Ontario public postsecondary system. The purpose of this paper is to inform and assist the development of a differentiation framework for the university sector by describing the diversity of Ontario universities on variables that other jurisdictions have used to differentiate their university systems. These variables are important to consider first because they are globally accepted, and therefore influence the way the rest of the world will judge the Ontario system and its quality.
