This paper presents an overview of the situation of youth in OECD countries since the onset of the financial crisis focusing primarily on describing the characteristics and living conditions of youth not in employment, education or training (the ‘NEETs’). It also provides data on the availability, coverage and effectiveness of income-support policies for young people, and
summarises available evidence on the impact of interventions that aim at improving the social, education and employment situation of the most disadvantaged youth. Due to the paper’s explicit focus on the hardest-to-place, most disadvantaged youth, the range of policies covered is broader than in earlier studies on the same topic, including various social benefits and in-kind services targeted at this group. The paper shows that NEET rates have not yet recovered from the crisis. There are large differences in youth unemployment and inactivity across countries, and these differences were further exacerbated by the recession. Reducing NEET rates is a great challenge for governments, as youth who remain jobless for long periods typically come from more disadvantaged backgrounds, have low levels of educational attainment, and are in many cases inactive. There is substantial evidence, however, that even the most disadvantaged youth can benefit from a varietyof targeted interventions, including for instance special education programmes and mentoring.

The trend is more evident in some sectors, like retail, than others, but few sectors — whether in the pri-vate or public spheres — appear to be completely immune.
This report explores the extent to which conditions for workers in Can-ada’s post-secondary institutions are shifting as well. More precisely, it asks whether employment on university and college campuses in Ontario is be-coming more precarious, for whom and for what reasons.

However, more fundamental issues related to the internationalization of higher education that should not be ignored have been emerging for some time.

Abstract
Various studies acknowledge the uncertainty many doctoral graduates face when beginning their search for full-time employment within the academic sector. Recent graduates face a job market where the likelihood of obtaining full-time permanent positions in academia is perceived to be declining, and the mobility of graduates within the sector is unclear. Drawing on Statistics Canada’s 2013 National Graduates Survey, this paper assesses whether graduates who pursued a doctoral degree to become a full-time professor achieved their goal within three years of graduation. The results suggest that although a large portion of doctoral graduates pursued their degrees to become full-time professors, relatively few reported obtaining such positions within three years of graduation, regardless of field of study.

Women account for an increasing proportion of full-time academic teaching staff in Canadian universities. Building
diversity among academic teaching staff is an important consideration for universities for a number of reasons,
including the increasing diversity of students and Canadian society. According to the Full-time University and College
Academic Staff System (FT-UCASS), 40.2% of full-time academic teaching staff were women in 2016/2017, up from 37.6% in 2010/2011.
The FT-UCASS provides Canadians with a detailed portrait of full-time academic staff including information on how the university teaching environment is changing. The results help universities plan for the future needs of students and university academic teaching staff.
The survey was reinstated in the fall of 2016 and this marks the first time it has been conducted since the 2010/2011 academic year. This is a preliminary release of data and includes 75 of the 112 universities that reported to the survey, covering institutions all across Canada.
The 2016 Ontario Budget made headlines for its changes to student financial aid in Ontario. By repackaging and re-focusing existing financial aid programs, the Government of Ontario has made a bold promise: that for certain low-income students in Ontario, tuition will now be “free.”
While improving access to postsecondary education is a welcome policy goal, it is important to recognize that the 2016 Budget makes no additional real public investment in university operating budgets. Our universities are already the lowest funded in Canada on a per-student basis, and this situation will continue to worsen. This will have predictable effects on the quality of education at Ontario universities. Class sizes will continue to rise without new funds to support full-time faculty hiring. The number of precariously employed professors will also grow, trapping many in insecure, unsupported positions. While the government has moved to increase access for low- income students, the worsening financial environment begs the question, “access to what?”
In 2014, the Government of Ontario signaled its intent to review the formula by which Ontario’s universities are funded. In Premier Kathleen Wynne’s Mandate letter to Reza Moridi, Minister of Training, Colleges, and Universities (MTCU), she asked him to:
“[Work] with postsecondary institutions and the Higher Education Quality Council of Ontario to improve the consistency and availability of institution-level and system-level outcome measures. These measures will help inform the allocation of graduate spaces, updated program approval processes and the implementation of a reformed funding model for universities.”

The Ontario Confederation of University Faculty Associations (OCUFA) represents over 17,000 professors and academic librarians at 28 faculty associations at every university in Ontario. OCUFA represents full-time tenure-stream faculty, and at many universities also represents contract faculty members who work either on a limited-term contract or on a per- course basis.
OCUFA estimates that the number of courses taught by contract faculty at Ontario universities has doubled since 2000.
The Ontario Confederation of University Faculty Associations (OCUFA) welcomes the opportunity to provide feedback on the Ministry of Training, Colleges and Universities’ summer roundtable discussion guide. The issues and proposed changes outlined in the guide would have a significant impact on university faculty and will require the support of the 17,000 faculty OCUFA represents if they are to be successful.
A degree or diploma doesn’t necessarily keep hunger at bay. More than one quarter of people who use the Ottawa Food Bank have post-secondary education, such as a university degree, college diploma or trade accreditation, says a new report released by the food bank.
“For the first time, we have data that really tells the local story,” said Michael Maidment, the organization’s executive director, on Wednesday. The new data, collected through a system implemented in 2015, shows that 41,540 people use the Ottawa Food Bank each month.
Raise your hand if your salary increased by more than 50 per cent in the past five years. Nope? Didn’t think so.
But it could go up that much by September if you’re the president of a college in Ontario. Or maybe it will rise by a mere 39 per cent.
Whichever, you get the picture. As the end of a five-year wage freeze on non-unionized public sector workers approaches, the province’s 24 colleges are setting the stage for massive pay increases for their presidents.
Deb Matthews, the minister responsible for post-secondary education, needs to rein them in. Not only to stop a salary race at the college level, but to manage pay expectations for other public sector workers, including those at universities, hospitals, school boards and government agencies.
The extent of the college presidents’ pay ambitions are made clear in documents released by the Ontario Public Service Employees Union, which opposes the proposed new salary levels.

Premier Kathleen Wynne met with Grade 12 students at Central Technical School in Toronto today to talk about reforms to the Ontario Student Assistance Program (OSAP). Students in Grade 12 will be among the first to benefit from Ontario's single largest modernization of student financial assistance when the Ontario Student Grant launches as part of the reformed OSAP in September 2017.
Today, more Ontario students are graduating from postsecondary programs than ever before. But some youth hesitate to aspire to a college or university education because they worry about the costs or graduating with debt from student loans. The Ontario Student Grant will help OSAP empower more students to seek an advanced education based on their abilities and potential, not their family's income.
It will not come as a surprise to most readers of this document that students are asking for a shift in Ontario’s tuition policy. Students’ concerns with tuition are so omnipresent in public debate that they have almost become synonymous with the
very notion of a student movement. This harmful perception can make it seem like the student position on tuition is simple and has not evolved over time. In turn, the student movement is sometimes viewed as overly idealistic and opposed in principle to any student-borne costs.
While the cost of tuition and the rate at which it increases are obviously important subjects to students, they often cloud other important tuition-related issues. For instance, there are currently no regulations governing how and when universities may charge students tuition, meaning that each institution has the freedom to set individual payment processes.
