Abstract
This report observes several limitations of human capital theory, both as a description of the way qualifications are used in
the labour market, and in severely limiting the potential roles of technical and vocational education and training (TVET).
It proposes as an alternative the human capabilities approach which posits that the goal should be for everyone to have the
capability to be and do what they have reason to value. The paper reports the application of human capabilities to TVET as productive capabilities which are located in and concentrate on an intermediate specialised level, the vocational stream which
links occupations that share common practices, knowledge, skills and personal attributes. The paper reports an application
of the concept of productive capabilities to seven countries: Argentina, Australia, Côte d’Ivoire, England, Ethiopia, Germany,
South Africa and Taiwan. From this the report finds that productive capabilities rest upon broader social, economic, cultural,
and physical resources. These include the capacity for collective action, and the maintenance of physical integrity, physical and
soft infrastructure such as legal and social institutions. The cases also illustrate the substantial role of TVET in supporting workers in the informal economy to transition to formal employment, including in developed economies where informal employment is from 10% to 15% of non-agricultural employment. Another case illustrates how marketisation and privatisation separately and together are undermining TVET provision, institutions, systems, and teachers. The report’s final case illustrates the importance of TVET in educating the whole person.
The report concludes by considering implications for TVET’s development of its students, communities, and of occupations
and industries. The report argues that all qualifications have three roles: in education, in the labour market, and in society.
It argues that to develop productive capabilities TVET should Summary Technical and Vocational Education and Training as a Framework for Social Justice develop individuals in three domains: the knowledge base of practice, the technical base of practice, and the attributes the person needs for their occupation. TVET has important roles anchoring its communities and in developing occupations and industries. To fulfill these roles TVET needs to have strong institutions with expert and well supported staff.
This report is a collaborative effort based on the input and analysis of the following individuals who variously helped design (and translate) the quantitative instrument, conduct focus groups, analyze data, write the report and design graphics. This is the second of three reports based on this data collection that broadly examine how teens use technology particularly in the context of peer friendships and romantic relationships.
Each new semester as I walk down the hallway to my classroom, I am a little nervous, even after 27 years of teaching experience…and I’m okay with this. I think when I get to the point where I don’t feel this anxiety, I won’t be as effective a teacher. After all, I will be walking into that classroom for the next four months and it’s important to make a good first impression.
Below are 10 tips to help you get off to a great start.
The first day of class is critical. What happens on the first day, even in the first moments, sets the tone for the entire course. The impression you make will last the entire semester, and today’s students are not shy about sharing their opinions. In fact, they are savvy consumers who want classes that meet their needs and that are taught by organized, competent instructors who engage them from the minute they walk into their room. Most students will make up their minds about the course and the instructor in that first class period.
There is a lot at stake that first day. Your first impression helps students determine whether they will stay in your class or whether they will switch to a different section—with a different instructor—or drop it. That is why you must use the first day, the first moments of class, to inspire confidence in your abilities.
Students also want to feel welcome and prepared for success. They do not want to stay in a class where they feel out of place or ill-equipped for the subject matter. The challenge is to create a classroom atmosphere where the rules are clear; expectations are high; and yet students feel welcome, comfortable, and engaged.
This premise might sound daunting, but it is not impossible. Instructors have the power and the tools to make that first day matter and to set the tone for the entire term.
It is important to be deliberate about classroom management. An instructor’s job is to teach, and creating an effective learning environment is necessary for students to learn. While it might seem heavy-handed to focus so much energy on procedures and expectations, the first-day strategies in this report will actually lead to less time spent on classroom management throughout the term. Remember that your classroom will develop its own distinct environment and culture. If you don’t make a concerted effort to set the tone, the students will. Most everyone has been in or in front of a class with an adversarial dynamic, yet no one wants to feel at odds with students. A tense, disorganized, or, worse, hostile atmosphere interferes with your pedagogy
and impedes student learning. It wastes time and disengages students. It leads to poor evaluations. Moreover, it is unnecessary and easily avoidable.
College professors, instructors, and teaching assistants are subject matter specialists, but many have never had training in classroom instructional management. By learning instructional management strategies for the college classroom, instructors can improve and control classroom climate as well as student participation. The preparation strategies and easy-to-implement procedures contained in this report will enable you to remain in calm command of the class on the very first day and for the duration of the course.
Have your students ever told you that your tests are too hard? Tricky? Unfair? Many of us have heard these or similar comments. The conundrum is that, in some circumstances, those students may be right.
Assessing student learning is a big responsibility. The reason we report scores and assign grades is to communicate information about the extent of student learning. We use these indicators to judge whether students are prepared for more difficult work or ready to matriculate into majors or sit for certification exams. Ideally, scores and grades reflect a student’s learning of a particular body of content, content we intended them to learn. Assessments (e.g., tests, quizzes, projects, and presentations) that are haphazardly constructed, even if unintentionally, can result in scores and grades that misrepresent the true extent of students’ knowledge and leave students confused about what they should have been learning. Fortunately, in three easy steps, test
blueprinting can better ensure that we are testing what we’re teaching.
It sometimes seems like there are two tribes in undergraduate teaching: STEM and the humanities. Despite the growing appeal of interdisciplinarity, and the budding campaign to turn STEM into STEAM, courses in the two realms remain very different.
Nowhere is the gap more noticeable than in methods of assessment. STEM courses still tend to use testing, while those in the humanities rely on student writing. For whatever reason — a tendency to teach the way we were taught, a lack of time to get creative with course design, a belief that students need to learn “the basics” before moving on to anything else — most of us fall into one of those two camps — testing or writing — when it comes to assessing our students. In all the years that I’ve taught English and rhetoric courses, for example, I only ever gave tests when I was required to do so by college or department policy. I’ve always believed that student writing was the best way to measure learning in my classes.
Intellectual property is important in our universities but it sometimes raises thorny issues. Unlike the United States, which has the Bayh-Dole Act – legislation governing intellectual property generated by federally funded research – Canadian universities are free to have their own individual IP arrangements. The Bayh-Dole act permits 50 percent of the IP to be assigned to the researcher and another 50 percent to the university. This act presumes that the universities will play a role in the protection and commercialization of the IP. Certain institutions, such as MIT, contribute a certain portion of their share back to the researcher.
The 2016 Canadian National Postdoctoral Survey (the 2016 Survey) is an outcome of the collaboration between Canadian Association of Postdoctoral Scholars (CAPS-ACSP) and the Tri-Council granting agencies (Canadian Institutes of Health Research, Natural Sciences and Engineering Research Council and Social Sciences and Humanities Research Council). The content of the 2016 survey leverages the results from two earlier National Postdoctoral Surveys1 and a CAPS-ACSP 2014 report2 developed in collaboration with Social Sciences and Humanities Research Council (SSHRC), which highlighted the professional development needs of postdocs in the Social Sciences and Humanities.
Canada has a long history of online and distance education, but until 2017 there had been no comprehensive national data on online enrolments in both the university and college sectors. However, in 2017 a team of independent Canadian researchers,
working in collaboration with the Babson Survey Research Group and WCET in the USA, raised the funding and conducted a national survey of online learning in all public post-secondary institutions in Canada. The results from the survey are
presented and discussed, as well as plans for further studies in the future.

Our campus teaching center recently invited a brave group of student tutors to share their views on effective teaching with our faculty. The four tutors reported what they had heard from students about course designs and teaching practices that seemed to help, and ones that seemed to interfere with learning. Three recurrent themes in the tutors’ remarks caught my attention.
I have the mixed fortune of living in a city that, as of this writing, had the highest total snowfall in the United States this year (woohoo Worcester, Massachusetts!). As a skier, I welcome snow; as a homeowner, I have been both lamenting the massive drifts blocking the streets and driveways of our city and cringing at the thought of the water that will inundate our basements in the coming thaw.
As a faculty member for almost 30 years, I have been inspired and motivated by all of the online chatter. It’s made me think about the great teachers I’ve known — and I’ve known many, from kindergarten through graduate school and beyond. has not been defined, and so we’ve set out to do that here in this Special Report. We expect that we’ll hear arguments, some exclamations of delight, confusions, and to have missed some important items.

Team research is the source of some of the great breakthroughs of all time, such as the 1947 invention of the transistor, which took the complementary skills of applied researcher Walter Brattain, quantum theory researcher John Bardeen and solid-state physicist William Shockley. And today, despite the expediency of individual work, researchers are moving strongly and clearly in favor of teamwork because of its often strong advantages.
Observational skills, honed through experience with the literary and visual arts, bring together in a timely manner many of the goals of the medical humanities, providing thematic cohesion through the act of seeing while aiming to advance clinical skills through a unified practice. In an arts observation pedagogy, nature writing serves as an apt model for precise, clinically relevant linguistic noticing because meticulous attention to the natural world involves scientific precision; additionally, a number of visual metaphors employed in medicine are derived from close observation of the natural world. Close reading reinforces observational skills as part of integrative, multidisciplinary clinical practice. Literary precision provides an educational bridge to recognizing the importance of detail in the clinical realm. In weighing multiple perspectives, observation applied to practice helps learners understand the nuances of the role of witness, activating reflection consonant with the viewer’s professional identity. The realization that seeing is highly filtered through the observer’s values allows the act of observation to come under scrutiny, opening the observer’s gaze to disturbance and challenging the values and precepts of the prevailing medical culture. Application of observational skills can, for example, help observers recognize and address noxious effects of the built environment. As learners describe what they see, they also develop the communication skills needed to articulate both problems and possible improvements within their expanding sphere of influence. The ability to craft
this speech as public narrative can lead to interventions with positive impacts on physicians, their colleagues, and patients.
Let’s focus our evaluations on the research rather than the person completing it. Earlier this month I was evaluating scientific abstracts for an international stem cell conference ( ISSCR). For readers who do not know the process, international experts from across the world get assigned to evaluate the work of their peers to help select which scientists are asked to come and
present their work at the meeting. This is typically done by a panel where average scores are calculated and the best ones are invited to give talks or present posters. The incredible thing about this particular set of abstracts was that after I’d logged on and printed them out to begin my evaluation, I noticed that there was no way of identifying who the scientist was or where they worked, meaning I couldn’t let any biases creep in to my evaluation. Amazing, right? That’s the way it should be.
In the early 1970s, Rosalind Driver, then a graduate student in education at the University of Illinois, had a peculiar notion. To understand how children learn important scientific concepts,she argued, we first need to grasp how they see the world before they start school. Children do not come into their first science classrooms as blank slates, with no sense of the natural world or of the way objects move in space. Talking with children, Driver showed, often revealed that they had quite fully developed (if incorrect) ideas about scientific phenomena.
Her crucial — and radical — insight was that learning is dependent on preconceptions. We learn by revising our understanding of things.
