Now that more that 75 percent of the instructors teaching in higher education in the United States do not have tenure, it is important to think about how the current political climate might affect those vulnerable teachers. Although we should pay attention to how all faculty are being threatened, nontenured faculty are in an especially vulnerable position because they often lack any type of academic freedom or shared governance rights. In other words, they are a class without representation, and they usually can be let go at any time for any reason. That type of precarious employment, which is spreading all over the world to all types of occupations, creates a high level of professional insecurity and helps to feed the power of the growing managerial class.
I am writing to apply for your posted position as an assistant professor of philosophy. I believe that my specific qualifications — my postgraduate teaching experience, publications, and professional activities — constitute a very good fit for this position. One might even say a really rad fit.
But I wonder if we might go a tad off script for a moment and speak plainly? Then you can take a crack at my sparkling dossier.
First, it is important to say that I already am a philosopher. And yes, as you may surmise, I’m looking to move from one relatively junior-ish post to a slightly less junior-ish post. It was a chilly December morning at work. I was sipping on my first coffee of the day, reading my emails and making my plans for the day, when an email notified me that one of my publications had been referenced. No way! It had been almost eight years to the day since I defended my PhD thesis and I had long stopped adding research publications to my resumé.
Still, it was exciting to find out someone referenced my research.
On-line, blended and other forms of web enhanced learning are becoming increasingly popular as a means of delivering post-secondary education. According to a recent report completed by the Higher Education Strategy Associates, 57% of
Canadian university courses make use of some online component (Rogers, Usher & Kaznowska, 2011).
The decision of Mohawk College to move to blended learning was part of a strategic plan begun in 2008 that focused on “advancing educational outcomes through the strategic integration of learning technologies” (Mohawk College 1). To this end the college formulated a committee composed of faculty, administration and management to examine the various learning platforms current at that time (FirstClass, WebCT) and tasked with deciding which learning management system the college
should adopt. They selected Desire2Learn (D2L) as the learning management system to be adopted, and a further plan was developed to have all courses fully blended within five years of the initial start-up of D2L in 2009. Blended learning is defined as using the web “to deliver substantial course materials accompanied by a strategic reduction in face-to-face contact. Online and
face-to-face learning spaces are thoughtfully integrated, maximizing the unique characteristics of each, in order to enhance the quality of the learning experience” (Mohawk College 2).
Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 22 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

Ensuring a good match between skills acquired in education and on the job and those required in the labour market is essential to make the most of investments in human capital and promote strong and inclusive growth. Unfortunately, in the OECD on average, about one in four workers are over-qualified –i.e. they possess higher qualifications than those required by their job – and just over one in five are under- qualified – i.e. they possess lower qualifications than those required by their job. In addition, some socio- demographic groups are more likely than others to be over-qualified – notably, immigrants and new labour market entrants who take some time to sort themselves into appropriate jobs – or under-qualified – notably, experienced workers lacking a formal qualification for the skills acquired on the labour market.
The changing nature of work is a hot topic these days and policy makers across the globe must grapple with the challenges it presents. In our search for solutions, we need to remember that the future of work is inextricably linked to the future of education.

Abstract
This article explores the relationship between unionization and academic freedom protections for sessional faculty in Ontario universities. Specifically, we compare university policies and contract provisions with a view to determining whether unionized sessionals hired on a per-course basis have stronger academic freedom protections than their non-union counterparts.
We then explore whether particular kinds of bargaining unit structures are more conducive to achieving stronger academic freedom provisions. Finally, we consider whether academic freedom can be exercised effectively by sessionals, whether unionized or not. We conclude that unionization does help to produce stronger academic freedom protections for sessional faculty and that faculty association bargaining unit structures are most likely to help deliver this outcome. We further conclude that academic freedom is difficult to exercise for sessional faculty, regardless of union status, but that unionization offers greater protections for sessionals facing repercussions as a result of asserting their academic freedom.

Background: Via the reauthorization of the Higher Education Act (HEA), stronger accountability proponents are now knocking on the doors of the colleges of education that prepare teachers and, many argue, prepare teachers ineffectively. This is raising questions about how effective and necessary teacher education programs indeed are. While research continues to evidence that teachers have a large impact on student achievement, the examination of teacher education programs is a rational backward mapping of understanding how teachers impact students. Nonetheless, whether and how evaluations of teacher education programs should be conducted isyet another hotly debated issue in the profession.
Not only did the Great Recession place many people in the unemployment line, it also led to declining access to full-time jobs. Underemployed workers comprise those who want a job but don’t have one as well as those who want a full-time job but only have a part-time job. Now, five years into the recovery, underemployment has declined to less than 10 percent from its peak of 17 percent during the recession. College graduates’ rate of underemployment has declined from 10.2 percent to 6.2 percent today. That is much lower than the 13 percent underemployment rate of high school graduates.

This paper explores the role played in the labour market by skill proficiency in the areas of literacy, numeracy and problem solving in technology-rich environments. It also shows how skills use, not only proficiency, affects a number
of key labour market phenomena, such as the gender wage gap. Finally, the paper combines information on skill proficiency, educational attainment, skill use and qualification requirements to construct indicators of qualification and skills mismatch and to explore their causes and consequences.

As Gallagher (2016a, p. xv) points out, universities, as well as offering an education, also deliver degree
certificates to those students who successfully complete their studies. Along with this credential, a student
receives a transcript that indicates the grade achieved (usually in the form of a grade point average)
together with details of the courses taken and the individual grades for these courses.
This state of affairs does not serve most undergraduate students well: the graduating student’s credential
and the associated transcript indicate the extent of the student’s knowledge of content, but neither directly
conveys any information to employers about the level of the student’s skills. As a result, employers, in
respect of most undergraduate degrees, must infer the level of skills from information about content
knowledge.
It is generally understood that skills make critical contributions to Canada’s prosperity. However, there is uncertainty about precisely which skills are needed to thrive in tomorrow’s economy, how skills directly contribute to innovation and productivity, whether some skills are more connected to these goals than others, and whether there is an optimal combination of skills that fosters growth. Many skills are required to advance human knowledge and social and economic development. However, in a complex and uncertain global economy, science, technology, engineering, and mathematics (STEM) skills are in the spotlight, as countries aim to maximize their economic competitiveness and productivity. As a result, governments, policy-makers, educators, and business leaders are particularly concerned about how well equipped Canada is with the STEM skills needed to fulfil labour market demands and promote innovation.
