Despite universities’ increased efforts to provide students with a wider range of opportunities to travel and experience other parts of the world while completing their post-secondary studies, the vast majority of today’s undergraduates choose to stay home. For their own sake and Canada’s future prosperity, this needs to change, writes the president of Western University.
This study examines the transformation of Manitoba’s post-secondary education system between 1967 and 2009 using legislative change to gauge structural change. The paper establishes the beginning of the contemporary post-secondary system with the 1967 decision of the Manitoba government to abandon the “one university” system model, a move akin to a “big bang,” redefining system norms and expectations, and setting direction which continues to be relevant today. The study revealed extensive structural change in Manitoba’s post-secondary system after 1997, the nature of which reflected the trends associated with globalization, but also reflecting the important influence that local forces have had in shaping the province’s post-secondary system.

As knowledge-intensive economies with aging workforces, Canada and the EU are facing similar labour market challenges amind deepening economic ties. Although labour shortages require long-term strategies, facilitating the temporary movement of skilled individuals could serve to strengthen economic relations; however, qualifications recognition is one of the key barriers to labour mobility between Canada and the EU due largely to the diverse range of practices and regulatory authorities across jurisdictions.
Race, abortion, and the Israeli-Palestinian conflict are among the most uncomfortable topics for college students to discuss, according to a report on a survey of nearly 20,000 full-time undergraduate students at 55 four-year colleges and universities. The report, “2020 College Free Speech Rankings: What’s the Climate for Free Speech on America’s College Campuses?,” released on Tuesday, says that about six out of 10 students said they had censored themselves on these and other thorny issues out of fear of how others would react.
Bridging programs are designed for internationally educated immigrant professionals who have completed formal training in another country but who may not have the educational, professional or language requirements necessary to become licensed to practice in Canada. As Ontario’s population ages, the successful integration of internationally educated health professionals (IEHPs) into the health care workforce has been identified as a strategy to address the challenges created by the shrinking labour pool and growing demands on the health care system (Finley & Hancock, 2010; Stuckey & Munro, 2013). To better understand the role of Ontario’s postsecondary system in facilitating the entry of IEHPs into the health care workforce, this study analyzed seven Canadian bridging programs and obtained input from 15 key informants. The goal of the evaluation was to identify the characteristics and practices of effective IEHP bridging programs. The specific research questions addressed by the evaluation were:
1. What are the expected outcomes of effective bridging programs and how should they be measured?
2. What are the key features that contribute to bridging program effectiveness?
3. What challenges do bridging programs face in achieving their goals?
4. What is the appropriate role of regulatory colleges, government, employers and professional associations in ensuring bridging program effectiveness?

Welland, Ont.-based Niagara College offers tourism, hospitality and business courses at its campus in Taif, which opened in 2014, while Ottawa's Algonquin College offers 10 programs, including business, accounting and electrical engineering technician, at a campus opened in 2013 in the city of Jazan.
The Local 242 OPSEU rep said faculty members are uncomfortable with the school's association in Saudi Arabia, a country with a "horrible" human rights record, he said. Ramkissoonsingh said staff has been against the Saudi expansion since day one, and have continued to feel uncomfortable as their course material is taught at the segregated campus.
Two years ago, Niagara College successfully bid to open a campus in Saudi Arabia. At the time, the school said they expected an annual injection of $8 million to the college budget, said Ramkissoonsingh.

On Wednesday, Colleges and Universities Minister Reza Moridi said decisions on the operation of a campus, including student composition, are up to each college's board of governors.
But late Thursday, after a lot of criticism on social media about the male-only campuses, the minister had a change of heart about Ontario colleges teaching courses that deliberately exclude women.
"I understand and appreciate the concern that has been raised in recent weeks around some of these international activities, particularly around two Ontario colleges running male-only campuses in Saudi Arabia," Moridi said in a statement to The Canadian Press. "I share those concerns."

The Ontario government said Monday it allowed two provincial colleges to create male-only campuses in Saudi Arabia, but added that gap in the approval process will be closed.
Reza Moridi, minister of colleges and universities, said that Niagara and Algonquin Colleges applied to his ministry to establish the two Saudi campuses, and were given the green light by a previous minister in 2008 and 2012.
However, Moridi said the province’s responsibility was to approve financial plans for the two Saudi
expansions and it was up to the colleges to determine who was admitted.

This paper seeks to address the challenges faced by international students pursuing a post-secondary education in Ontario, and to consider more broadly the growing internationalization agenda within education. OUSA recognizes the benefits both of international students coming to Ontario, both in economic and socio-cultural terms, and for Canadian students undertaking a period of study abroad. However, it is evident that increasing internationalization requires institutions, governments and students to address various concerns that impact the ability of international students to succeed, and to ensure we are building strong intercultural university communities. To this end, we offer recommendations in the following areas, aimed at improving the international student experience:
As the world continues to watch the evolving implications of the Trump administration’s executive orders to restrict certain nationalities from entering the United States, academic institutions have been acting swiftly in response, from university presidents issuing statements against the ban, to widespread student protests. Many campus communities agree international students and scholars not only bring diversity to a university campus, but also contribute to vital research and diverse perspectives to global affairs.
Abstract
This article presents the results of the first Canada-wide survey on how university admissions personnel view the International Baccalaureate Diploma Program (IBDP) in relation to other curricula. The purpose of this study was twofold: (i) to move beyond anecdote and discover how Canada compares with universities in the UK and Australia/NZ, and (ii) to determine whether a dominant or hegemonic discourse surrounding the IBDP exists. Building on a smallscale pilot of perceptions in Ontario universities, the present study replicates two International
Baccalaureate Organization studies (in the UK, 2003, and in Australia/NZ, in 2007) in the Canadian context. Results reveal a pattern of responses consistent with the previous studies —i.e., a confident positive general view, combined with uncertainty regarding specific aspects of the IBDP. Such widespread and consistent views suggest the existence of a dominant or hegemonic discourse surrounding the IBDP, constructing it as the standard of excellence in pre-tertiary education, which has important implications for publicly funded education in Canada.
Internationalization processes are at the fore of university strategic plans on a global scale. However, the work of internationalization is being performed through the connections between many actors at different policy levels. Our purpose here is to ask, what is happening with internationalization of higher education at the Canadian national policy level? To do so, we suggest that we must look at policies at the national level not as individual entities but rather as these policies exist in relation to each other. We examine three recent policy statements from different organizations at the national level in Canada: a federal governmental agency, a pan-Canadian provincial organization and a national educational association. Our approach involved mapping the actors, knowledges and spaces that are discursively produced through these texts and engaging a relational approach to policy analysis that questions what comes to be assembled as these policies co-exist in the national landscape.
