The initiative to conduct and report on this research was undertaken by the Pan-Canadian Consortium on Admissions and Transfer (PCCAT). The purpose of the consortium is to facilitate the implementation of policies and practices that support student mobility both within and among provinces and territories and granting of transfer credit in order to improve access to postsecondary education in Canada.

Here’s a question to ponder in the wee hours of the morning – or right now. How can a government respond to the following societal dynamic?
1. A persistent and growing demand for more availability of public postsecondary education.
2. Fewer public dollars to sustain or grow public postsecondary education, especially in Canada
with the insatiable financial appetite of the health care system.
3. A political imperative to minimize tuition increases.
4. Greater scrutiny and accountability around everything governments and public institutions do.
This paper presents the findings based on case studies of the educational systems of England and of the Canadian province of Ontario, as part of a research project funded by the Thomas J. Alexander Fellowship Programme.1 This research project aims to provide inputs to policymakers and school leaders, especially in Latin America, to support teachers and schools with student behaviour issues and improve classroom and school climate. The purpose of these case studies is to investigate how
system-level policies in four main areas (initial teacher education, professional development, professional collaboration and participation among stakeholders) and other types of system-level initiatives (such as student behaviour policies) have been implemented in order to improve disciplinary climate and help teachers to deal with student behaviour issues. It also aims to
identify the conditions in which teaching and classroom practices take place, in order to understand the context of student behaviour and disciplinary climate in these educational systems.
Students returning to class after the longest strike in the history of Ontario’s college system must wait awhile longer before cracking open their books: OPSEU has suggested its 12,000 unionized instructors start the day with a 20minute talk about their walkout before restarting any teaching.
It’s understandable that teachers want to speak their mind after walking the line these last six weeks. It’s debatable whether nearly 500,000 students will be of a mind to hear them out, or feel very understanding when forced to listen to a labour lecture from the front of the class.

While community colleges have existed more than a century, their role began to shift in the late 1940s from primarily serving as a transfer/junior college to that of supporting the greater community in addressing the need for highly skilled talent required by a 21st century economy. Community colleges remain a vehicle to transfer students to “senior” colleges and universities, but also provide an essential bridge to employment in local communities and beyond. As a result, community colleges are now major players in providing businesses with the talent they need to compete in local, regional, and national economies.
major new development in education like the community college baccalaureate warrants serious examination and reflection. In this connection, I wish to applaud Dr. Kenneth Walker for his vision and initiative in founding the Community College Baccalaureate Association and in taking the lead to organize this First Annual Conference of the Association. I feel honoured to be speaking at what I believe will turn out to have been such an historic event.
There are many interesting and important lines of inquiry which can be pursued in studying the community college baccalaureate movement, such as identifying factors which have led to this development; articulating the arguments for and against it; implementation issues; and case studies of early initiatives, to name just a few. I note that all of these lines of inquiry and others are represented in the program for this conference. What I would like to do in my remarks is to step back from the immediate issues in the implementation of the community college baccalaureate and reflect on the implications of the community college baccalaureate with respect to (1) the organization of ostsec community college and; (3) the Bachelor's

For more than six years, HEQCO has conducted research on the differentiation of Ontario’s public postsecondary system, where institutions build on and are accountable for their specific strengths, mandates and missions. This report identifies clear distinctions between universities in terms of their research and teaching missions. The data point to critical pathways to achieve the benefits of greater differentiation. The goal is a system that is more cohesive, more sustainable and of higher quality.

These actions signal the government’s desire to pursue a policy of greater institutional differentiation within the Ontario public postsecondary system. The purpose of this paper is to advance the conversation by examining differences among Ontario’s 24 colleges on key variables related to programmatic diversity and participation in degree granting.

These variables are important to consider first because they are globally accepted, and therefore influence the way the rest of the world will judge the Ontario system and its quality.
With a mandate to prepare students for the labour market, ‘communication’ figures prominently among the essential employability skills that Ontario’s colleges are expected to develop in students prior to graduation. As a result, many colleges have instituted measures to help shore up the skills of students who are admitted to college yet who do not possess the expected ‘college-level English’ proficiency. Several have addressed this challenge by admitting these students into developmental communication classes, which are designed to build their skills to the expected college level.
Arguably, the greatest barrier to the academic development and functioning of Ontario's twenty-two Colleges of Applied Arts and Technology (CAATs) is the hostile and suspicion laden relationship which exists between management and the union which represents the academic staff of the CAATs - the Ontario Public Service Employees Union (OPSEU). This was the conclusion of the commission on workload in the CAATs which I chaired in 1985 (IARC, 1985) and was corroborated in a study of CAAT governance by a Special Adviser to the Minister of Colleges and Universities the following year (Pitman, 1986). An indication of the degree of concern felt by the Ontario Government regarding managementunion relations in the CAATs is that the largest (in terms of time and resources) public commission on the CAATs to date has been the Colleges Collective Bargaining Commission (Gandz, 1988).
This study assesses the economic and financial benefits for individuals and the province of Ontario of implementing a coordinated, province-wide credential and credit recognition and transfer system for Ontario college graduates enrolling in a university undergraduate degree program in the province. The study demonstrates that there are solid economic and financial reasons to develop such a system. It also recognizes that the current patchwork transfer framework results in significant instances of inequity for students and that an enhanced system will encourage more students to pursue the higher education that matches their interests and skills. It will also reduce the number of students who feel compelled to leave Ontario to continue their education. The study recommends a Made-in-Ontario solution to address the fundamental equity and fairness concerns of students, to simplify administration for post-secondary institutions, and to strengthen our economy by providing educational opportunities for the workforce this province will need to compete and prosper in the global economy.
The mission of America’s community colleges is focused on three areas of commitment: access, responsiveness to community need, and equity. The commitment to access is exemplified by the open admissions policies of community colleges and the multiple ways colleges remove financial, physical, and academic barriers to entry. That access has resulted in entry into higher education by first generation, low-income, minorities, dropouts, working adults, and others who lacked the financial, academic, time, or location means to participate in traditional higher education systems. Looking at multiple college mission statements as well as scholarly definitions, the essential core of agreement is that community colleges provide access to the education necessary for both a productive life for individuals and healthy and successful communities they serve. Access to higher education is essential to a democratic society and a strong middle class.
This paper reports the results of an analysis of persistence in post-secondary education (PSE) for college students in Ontario based on the extremely rich YITS-B dataset that has been used for other recent studies at the national level. We calculate hazard or transition rates (and cumulative transition rates) with respect to those who i) graduate, ii) switch programs, and iii) leave PSE (perhaps to return later). We also look at the reasons for switching and leaving, subsequent re-entry rates among leavers, and graduation and persistence rates once switchers and re-entrants are taken into account. These patterns are then probed in more detail using hazard (regression) models where switching and leaving are related to a variety of individual characteristics, family background, high school outcomes, and early pse experiences. Student pathways are seen to be varied. Perhaps the single most important finding is that the proportion of students who either obtain a degree or continue to be enrolled somewhere in the PSE system in the years after entering a first program remains close to the 80 percent mark for the five years following entry. Seventy-one percent of students graduate within five years of starting, while another 6 percent are still in the PSE system.
Tim Clydesdale’s The Purposeful Graduate: Why Colleges Must Talk to Students About Vocation outlines the results of a multiple campus initiative that encouraged students to critically examine how they might lead meaningful lives. The Lilly Endowment initially supported the initiative. When the Lilly funds came to an end, many campuses continued supporting these so-called pro-exploration programs, encouraged by the enthusiasm of students, faculty, staff, and alumni. This initiative and related programs explored the idea of vocation, defined not as a person’s main employment or occupation, but rather as a sense of purpose that gives meaning to their lives.
The term pro-exploration undoubtedly has religious connotations, a fact that is acknowledged early in the text. The initial Lilly funding targeted institutions with a religious affiliation in keeping with the mission and history of the Lilly Endowment. However, Clydesdale is careful to note that all students possess a vocational identity regardless of their religious identity. In an era
of workforce development, where vocational training correlates with specific skill sets and employment opportunities, the idea of exploring vocation as an individual passion seems to be a luxury. Yet the book positions pro-exploration programs as a nod to the original purpose of higher education: educating globally knowledgeable, capable, and responsive citizens. This goal is too often not realized and pro-exploration programs provide an active path towards this end.
