Nova Scotia’s university system has long been an essential contributor to the social, economic, and cultural development of the province. This report describes and assesses the current state of that system in the context of emerging financial and demographic challenges in the province, and in relation to wider trends in post-secondary education (PSE) regionally, nationally, and internationally. The evidence clearly confirms that the environment in which Nova Scotia’s eleven universities now operate is changing significantly. The report calls for expanded collaboration among the universities, and between them and the government, to develop and implement new policy approaches to address emerging challenges.
When viewed holistically, Canada lacks a clear and common understanding of the future directions and top priorities of its post-secondary education (PSE) sector. Perhaps as a result, Canada has not yet comprehensively addressed a fundamental question: How do we demonstrate quality in PSE? To answer this question requires clarification of many issues, including the roles that various institutions and sectors play. It also requires the development of a shared vision of PSE, of what can and should be achieved. Despite much discussion among leaders of various education sectors in Canada, an agreement on
a plan of action has yet to be reached. Indeed, a national dialogue on this critical issue is needed.
Education is consistently one of the least covered topics in the Canadian news media. According to Influence Communication, a Canadian research firm, only 0.16% of 10.9 million stories published or broadcast in Canadian media in 2014 concerned education, both the K-12 and postsecondary education sectors (Influence Communication, 2014).
However, research has found that news coverage of more specific policy areas, such as the environment or health, has stronger effects on public perception than coverage of broad policy issues such as the economy and jobs (Brown, 2010; Kingdon, 2003; Soroka, 2002). An evaluation of the frequency and tone of media coverage of postsecondary education (PSE) in Canada can thus yield valuable insights about public awareness and opinions of this sector.
Research Question
How has coverage of Canadian postsecondary education in the Canadian media changed over the last 15 years?
In this white paper, we report on the chronic problem of humanities PhD academic underemployment, develop an argument for the social value of high-level humanities research and teaching, and outline a series of measures for the reform of the PhD in the humanities. We note that most recent thinking about humanities graduate study has focused on the institution of the academy and the academic labour market. While we agree that these are significant focal points, we nevertheless maintain that it is important to develop a wider viewpoint that sees the university as a participant in the political world.
Fifty-three years ago, a Progressive Conservative education minister unleashed what is still the most significant transformation of higher education in Ontario. Bill Davis pushed legislation to create the community college system, which diversified the provision of education and training and laid the foundation for the dramatic expansion of postsecondary access that has
made Ontario a leader in educational attainment internationally.
Ontario Premier Doug Ford and his cabinet were sworn in on Friday, June 29, and many in the higher education community are wondering what this new government will bring to the sector. education including structures, processes, and relationships. In this paper, I will concentrate on two important and closely related subsidiary questions within the broader question of what kind of system we need. Those subsidiary questions are what is the most appropriate mix of different types of postsecondary institutions, and what should be their relationships with one another?1 As those are pretty large questions, within them my principal focus will be even narrower, on the balance and relationship between universities and community colleges.

Ontario in particular has been described as a “hot bed” of co-operative education (Ipsos Reid, 2010). However, while there is a common belief that WIL improves employment outcomes (see Gault, Redington & Schlager, 2000; Kramer & Usher, 2010), research on this topic has generally been specific to certain programs and types of WIL (Sattler, 2011).

In order to address this limited understanding of the impact of WIL on participants, employers and institutions, in 2009 the Higher Education Quality Council of Ontario (HEQCO) launched a multi-year project titled “Work-Integrated Learning in Ontario’s Postsecondary Education Sector.” This multi-stage study involved gathering qualitative and quantitative insights from faculty, employers and students on the perceived value and benefits of work and voluntary activities undertaken during a postsecondary program of study, both WIL and non-WIL, and examines the impact of these activities on learning, skills acquisition and labour market outcomes.
The number of students interested in studying abroad is at a record high, with more than 4.5 million students being globally mobile in 20141 and many more looking to follow in their footsteps. For these students, making an informed choice regarding what and where they would like to study is a complex, lengthy process, and inconsistencies and differences in how universities choose to communicate information about their programs is a significant barrier.
